1. HR overview
Implement:

Every KPI shows scope, period, definition, and whether data is incomplete or suppressed.
2. Programs
Provide list and details for recurring definitions:
- Draft/published/paused/retired
- Audience and scope
- Cadence/schedule
- Content packs and tenant overlays
- Survey quota and composition
- Cooldown policy
- Coverage forecast
- PDP/event overrides
- Delivery/reminder policy
- Threshold and visibility policy

3. Campaign operations
Provide:
- Campaign list and state
- Participant population
- Rater nomination/approval status
- Completion and threshold readiness
- Notification history and reminders
- Exceptions and exclusions
- Report processing/release state
- Pause/cancel/reopen according to policy
- Immutable action history
Replace raw JSON with named people, relationship groups, status, and accessible detail tables.
4. Completion management
Implement filters by program, campaign, org unit, manager, role, status, and due date. Actions may include:
- Send or schedule reminder
- Exclude/extend with reason
- Resolve invitation delivery failure
- Export permitted participation metadata
- Open participant detail without answers
Protect anonymity: do not expose relationship completion detail when it enables identification.
5. Aggregate insights
Create the route and safe data contract for organization-level trends:
- Valid N and eligible population
- Suppression and cohort rules
- Source/instrument distinction
- Coverage and fatigue metrics
- No individual ranking

6. HR-scoped access
Every query and action enforces HR designation scope, descendant policy, effective dates, and permission. Display active scope and allow switching only among authorized scopes.
