Build a manager workspace that supports action and development conversations without turning managers into unauthorized report administrators.
1. Manager overview
Show only scoped, permitted information:
- Feedback tasks the manager must complete
- Nominations or approvals awaiting action
- Team campaign participation status
- Shared development actions due
- Upcoming debrief/check-in milestones
- Exceptions requiring manager input
Do not expose private responses, unshared PDP notes, or organization-wide analytics.
2. Team directory
Provide:
- Search and filters
- Person, role, org unit, program participation, and shared-action status
- Clear indication of manager scope and inherited/reporting relationships
- Detail drawer/page with only authorized metadata
- No composite employee score or forced ranking
3. Rater nomination and approval
Implement:
- System-proposed raters based on org graph where supported
- Relationship group assignment
- Search/add/remove within policy
- Conflict and duplicate detection
- Minimum/maximum and anonymity preview
- Subject nomination versus manager approval flow
- Reason and audit for overrides
- External-rater invitation path
Do not reveal whether a specific rater completed after anonymity policy says otherwise; use permitted participation metadata.
4. Feedback actions
Allow managers to:
- Complete assigned feedback
- Request feedback where tenant policy allows
- Schedule or record a development conversation without storing sensitive notes by default
- See report-release readiness or threshold status only where authorized
5. Development collaboration
Display only goals/actions the user has shared or policy explicitly authorizes. Support:
- Acknowledge shared goal
- Add agreed support/action
- Check in on progress
- Record completion or blocker
- Return control to the user to change sharing where allowed
Use visible privacy labels. Never silently convert a private PDP into manager-visible data.
6. Tests and docs
- Manager versus non-manager and former-manager access
- Matrix/dotted-line scope if supported
- Cross-org negative tests
- Share/revoke PDP visibility
- Nomination threshold and conflict cases
- Mobile manager summary and desktop management views
- External manager documentation and internal permission spec updates
Acceptance gates
- Managers can complete their top tasks from one overview.
- The workspace contains no private result/PDP data outside approved policy.
- Nomination UI previews relationship and threshold consequences.
- No employee ranking or “overall performance” score is introduced.
