Four-Week Assembly Example

- Weekly target: four questions
- One fixed anchor
- Two rotation slots
- One PDP-reserved slot
- Active PDP for feedback-loop closure in weeks 1 and 2
- Rotation pool has six units: A, B, C, D, E, F

Key behavior:
- The force-next obligation is consumed when the week-1 item is presented.
- The week-2 PDP item is a different action-state family, not the same rating question.
- The unused PDP slot in week 3 becomes a rotation slot.
- Full coverage is reached before A repeats, except that A may repeat in an extra slot only after all uncovered units E and F are selected.
- Deterministic tie-breaking makes preview and delivered survey identical.
