Key behavior:

  • The force-next obligation is consumed when the week-1 item is presented.
  • The week-2 PDP item is a different action-state family, not the same rating question.
  • The unused PDP slot in week 3 becomes a rotation slot.
  • Full coverage is reached before A repeats, except that A may repeat in an extra slot only after all uncovered units E and F are selected.
  • Deterministic tie-breaking makes preview and delivered survey identical.
