Recommended assignment strategy
- Do not assign all packs to everyone.
- Daily and weekly packs are mainly self/team experience signals.
- Monthly leadership and engineering packs are relationship-routed.
- Quarterly and annual 360 packs use a larger observation horizon.
- Customer respondents receive only the customer pack or customer-safe variants.
- PDP items reserve quota only while a goal is active.
