Rules
- Maximum five questions in a normal weekly check-in.
- At least one rotation item should be selected from a construct not used in the previous week.
- PDP items replace a rotation slot before exceeding the soft maximum.
- Do not show direct-report aggregates below the tenant anonymity threshold.
