Billing unit
An active subject seat is a person whose longitudinal profile, programs, results, or PDP are actively managed during the billing window.
- Invited internal and external raters do not consume subject seats.
- Archived leavers do not consume active seats while retained records follow policy.
- A person with multiple roles consumes one subject seat when they are an active subject.
- Global and tenant administrators who are not subjects should not automatically consume seats unless the commercial model explicitly says so.

Toggle behavior
- Entitlements are evaluated server-side.
- The UI receives a safe capability summary and explains unavailable features.
- Marketing/pricing uses the same plan definition source.
- Tenant overrides have owner, reason, effective dates, and audit.
- Trials and grace periods are explicit states.
- Feature flags control rollout, not purchase rights.
- A disabled feature must fail safely at API and job layers, not only disappear from navigation.

Marketing rules
- Use “from” pricing only when the minimum and billing conditions are visible.
- State whether prices are monthly or annually billed.
- Define active subject seats close to the price table.
- State that raters are free.
- Do not bury enterprise minimums or required onboarding fees.
- Do not advertise a security/integration feature before it is implemented and supportable.
